The 2025 CAJ Annual Lecture will be delivered by Jon Boutcher, Chief Constable of the Police Service of Northern Ireland. In this lecture, Chief Constable Boutcher will address the ‘Neither Confirm Nor Deny’ (NCND) policy and its implications for legacy investigations and accountability.

The lecture is open to all and will provide space for discussion with attendees from across civil society, academia, legal practice, and the human rights community.
